Dr. Feras Milhem is a distinguished leader with over 29 years of experience in education, governance, legal reform, and public-private partnerships (PPP). Throughout his career, he has played a critical role in advancing public sector and rule of law reforms, shaping policies that drive institutional resilience and economic stability.
Most recently, as Governor of the Palestine Monetary Authority (PMA), Dr. Milhem led strategic efforts to ensure financial and monetary stability in a complex economic landscape while safeguarding the institution’s independence. Under his leadership, the PMA advanced key initiatives in digital transformation, financial inclusion, and regulatory reform, including the introduction of e-payment systems and the establishment of essential financial regulations.
Beyond his contributions to the financial sector, Dr. Milhem has been actively engaged in justice reform and security sector development. Through leadership roles with the United Nations and the European Union, he has focused on institutional capacity building, fostering innovation, and strengthening Palestine’s legal and financial institutions.
