With a Ph.D. in Public Law from the University of Tunis Al Manar, Tunisia, and both LL.M. and LL.B. degrees from Birzeit University School of Law, his academic achievements underscore his deep understanding of legal intricacies. At Andersen, Dr. Abu Sway heads the Litigation and Training and Development departments. His comprehensive representation and defense services for corporate and diverse clientele involve meticulous review of agreements and legal documents spanning civil, company, contract, trademark, patent, land, and labor law. His role extends to conducting diligent research and coordinating follow-ups on critical aspects such as client trademarks, patent registrations, agreements, contracts, and ongoing court cases. Dr. Abu Sway has led numerous high-profile projects, reflecting his expertise in legislative reform and legal benchmarking. He spearheaded the development of insolvency legislation for businesses and consumers in the West Bank under the European Bank for Reconstruction and Development (EBRD) from May 2023 to May 2025. He played a significant role in a legislative reform project and legal benchmarking study on the Palestinian financial leasing law for the Palestinian Capital Market Authority. His work included leading a legal study on measures to limit the use of cheques in Palestine and a study on bank secrecy for the Palestinian Central Bank - Palestinian Monetary Authority (PMA),where he reviewed legal frameworks and recommended amendments to current laws.
His contributions extend to conducting a study on bank secrecy in Palestinian financial institutions, performing a gap analysis, and benchmarking against global and regional best practices. Dr. Abu Sway led a team that concluded a legal reform study for the General Tax Authority in Qatar, in collaboration with Andersen in Saudi Arabia and Qatar. He also provided consulting services to develop memorandums of understanding and business agreements for implementing a pilot project within the "Building the Palestinian Agricultural Insurance System and Services" project, in partnership with Oxfam Palestine.
Among his other notable projects, Dr. Abu Sway provided legal consultations, litigation, and debt collection services for Ooredoo Palestine, a public shareholding company providing mobile telecommunications and internet services. He conducted a legal training in Riyadh, Saudi Arabia, for the legal team of the Saudi Telecommunication Company on legal research skills, organized by Informa. Additionally, he offered litigation and debt collection services for Asala for Credit and Development, a microfinance company in Palestine, and debt collection services for Arab Bank.
